59. Emergency Medical Services Agency Federal Funding\nRecommendation: Authorize the Director of Health Services to accept\nforthcoming funding in the amount of $700,902 and $1,015,566, for a total of\n$1,716,468, for two grants from the California Office of Traffic Safety (OTS),\nunder the Federal agency’s National Highway Traffic Safety Administration, that\nwill provide for the Emergency Medical Services (EMS) Agency to continue to\nbuild, enhance, and sustain the emergency medical response and quality\nimprovement initiatives in the County, and execute any necessary documents to\naccept the funding, effective upon execution, for the grant period of October 1,\n2023 through September 30, 2024; and authorize the Director to take the\nfollowing related actions: (Department of Health Services) APPROVE\nExecute amendments to the California OTS grant awards and all related\ndocuments to extend the term, adjust the scope, budget, or funding\namount(s); and reflect non-material and/or ministerial revisions to the\ngrants’ terms and conditions;\nEstablish an agreement with Perceptronics Solutions, Inc. for the\nprovision of developing a Mobile Protocol Application for EMS Protocols\nto improve trauma care, effective upon execution for the period of\nOctober 1, 2023 through September 30, 2024, with a maximum obligation\nof $713,000, fully offset by the California OTS award allocation, and\nexecute future amendments to the agreement to extend the term or\nincrease or decrease funding with the maximum obligation not to exceed\nthe budgeted California OTS award allocation;\nEstablish an agreement with The Lundquist Institute (TLI) at\nHarbor-UCLA Medical Center, for the provision of Data Collection and\nReporting services, effective upon execution for the period of October 1,\n2023 through September 30, 2024, with a maximum obligation of\n$697,226, fully offset by California OTS award allocation, and execute\nfuture amendments to the agreement to extend the term, or increase or\ndecrease funding to the agreement with TLI with the maximum obligation\nnot to exceed the budgeted California OTS award allocation;\nExecute and accept any future OTS grant awards in amounts not to\nexceed $2,000,000 annually per grant, and execute future amendments\nto such grant awards to extend the term, increase and/or decrease\nfunding, or reflect non-material and/or ministerial revisions to the grant's\nterms and conditions;\nEnter into agreements with vendors named in any future California OTS\ngrant awards, and execute future amendments to such agreements to\nextend the terms, adjust the scope, budgets and funding amounts with the\nmaximum obligation not to exceed the grant award, add, delete, and/or\nchange non-substantive terms and conditions or make other changes as\nrequired by the Board, or to comply with Federal and State law or\nregulation, to any executed agreements; and\nTerminate the California OTS agreements in accordance with the\ntermination provisions within the agreements.
