62. Environmental Health Permit and Inspection Management System Sole\nSource Agreement Amendment\nRecommendation: Approve and instruct the Director of Public Health to execute\nan amendment to a sole source agreement with Accela, Inc. (Accela) to\nupgrade, implement and maintain the Environmental Health Permit and\nInspection Management System (EHPIMS) software to Accela’s Civic\nApplication for Environmental Health and extend the term through November 30,\n2028, for a total maximum obligation of $9,333,086, funded by the Chief\nExecutive Office’s IT Legacy Modernization Fund and the Environmental Health\nTrust Fund; instruct the Director to execute amendments to the agreement in\norder to add and/or update standard County contract provisions, acquire\nadditional software functionality, associated maintenance, implementation\nchanges, or other additional professional services related to the upgraded\nEHPIMS in the form of optional work by change orders or amendments using\n$848,462 in pool dollars allocated during the term of the agreement and issue\nwritten notice(s) for partial or total termination of the agreement for convenience\nwithout further notice to the Board; and approve an appropriation adjustment to\ntransfer $2,126,000 from the Committed IT Enhancements, commonly known as\nthe County’s Legacy System Modernization Fund, in one-time funding to the\nDepartment of Public Health to implement the EHPIMS upgrade, which includes\n$1,933,000 for professional services for project implementation and $193,000 in\npool fund dollars during implementation.
