18. Establishing a Regional Governance Structure for Homelessness\nRecommendation as submitted by Supervisors Barger and Solis: Direct the\nChief Executive Officer to establish an Executive Committee of elected officials\nto develop one plan to address homelessness, establish a common set of\nperformance indicators, align resources, and provide oversight, with the\nExecutive Committee to be composed of the following:\nTwo members of the Board of Supervisors, appointed by the Chair of the\nBoard;\nThe Mayor of the City of Los Angeles;\nThe President of the Los Angeles City Council;\nFour City members, each of whom shall be a Mayor or member of a City\nCouncil, appointed by the Los Angeles County City Selection Committee\nas selected by the subcommittee for each sector (The North County and\nSan Fernando Valley sector, the Southwest Corridor sector, the San\nGabriel Valley sector, and the Southeast sector); and\nA representative appointed by the California Governor; and\nDirect the Chief Executive Officer to partner with philanthropy to establish the\nLeadership Table to act as an advisory body supporting the work of the\nExecutive Committee, to help unite the region around one unified effort, guide\npublic education on the issue of homelessness, and align private funding in\nsupport of a regional plan, through charter development, facilitation, member\nonboarding, and identifying mechanisms to align private funding, with the\nadvisory body to be composed of the following:\nThe Los Angeles Homeless Services Authority;\nDepartment Heads (e.g., General Manager of the City of Los Angeles\nHousing Department; the County’s Director of Mental Health, Director of\nHealth Services, and Executive Director of Racial Equity; and the heads\nof any County or City homeless entities);\nMember(s) representing the community of persons with lived\nexpertise;\nMember(s) representing service providers;\nMember(s) representing philanthropy;\nMember(s) representing academia;\nMember(s) representing the business community;\nMember(s) representing education systems; and\nMember(s) representing the Faith Community.
