12. Waiver of Permit Fee for the West Los Angeles Community Coalition’s\nFarmers’ Market Use of Parking Lots at the Former West Los Angeles\nCourthouse\nRecommendation as submitted by Supervisor Horvath: Find that the portion of\nthe West Los Angeles Courthouse parking lots, located at 1633 Purdue Avenue,\nwhich are proposed to support the weekly West Los Angeles Farmers’ Market\nare not currently needed for exclusive County purposes during the specific\nhours of operation of the farmers' market; find that the services to be provided\nby the West Los Angeles Community Coalition are necessary to meet the social\nneeds of the County and serve public purposes which benefit the County; find\nthat the proposed granting of a non-exclusive, gratis permit to the West LA\nCommunity Coalition is exempt from the California Environmental Quality Act;\nand take the following actions:\nAuthorize the Chief Executive Officer to negotiate and execute a gratis\npermit through the end of June 2024 with West LA Community Coalition,\nwhich will allow weekly use of the West Los Angeles Courthouse parking\nlots every Sunday from 6:00 a.m. until 4:00 p.m. for the period starting\non August 12, 2023 and ending on June 30, 2024;\nWaive the $200 per day permit fee for the West LA Community Coalition\nduring the term of the permit, with the West LA Community Coalition to\nbe required to provide the cleaning deposit and meet all County\ninsurance requirements; and\nAuthorize the Chief Executive Officer to execute other ancillary documentation\nnecessary to effectuate the Permit Agreement, and to take any other actions\nnecessary and appropriate to implement and effectuate the Permit .
