72. Victim Witness Assistance Program Grant Funds\nRecommendation: Authorize the District Attorney to complete the grant\napplication process with the California Governor’s Office of Emergency\nServices (Cal OES), for continued grant funding for the Victim Witness\nAssistance (VW) Program, for the performance period beginning October 1,\n2023 through September 30, 2024, in the amount of $8,714,343, which includes\nVictims of Crime Act (VOCA) 2022 Federal funds of $3,941,730, VOCA 2023\nFederal funds of $3,885,954, and Victim Witness Assistance (VWA0) 2023\nState funds of $886,659; instruct the Chair to sign the Grant Subaward\nCertification of Assurance of Compliance form required to complete the grant\napplication; and authorize the District Attorney to take the following actions:\n(District Attorney) APPROVE\nExtend the long-standing sub-grantee agreement with the Los Angeles\nCity Attorney’s Office (LACA) for the provision of victim services within\nthe City of Los Angeles, with funding for the performance period of\nOctober 1, 2023 through September 30, 2024, as follows: the District\nAttorney will receive $2,956,298 in VOCA 2022 Federal funds,\n$2,914,466 in VOCA 2023 Federal funds, plus $664,994 in VWA0 2023\nState funds, for total funding of $6,535,758; LACA will receive $985,432\nin VOCA 2022 Federal funds, $971,488 in VOCA 2023 Federal funds,\nplus $221,665 in VWA0 2023 State funds, for total funding of\n$2,178,585, 25% of the total grant award, as a contract sub-grantee; and\nCal OES will waive the $985,433 VOCA 2022 and $971,489 VOCA 2023\nmatch requirement for this grant, with the total amount of the VW\nProgram, excluding the in-kind and/or cash match, of $8,714,343; and\nUpon award of grant funding by Cal OES, accept and execute Grant\nAward Agreement and serve as Project Director for the program, which\nincludes authorization to approve subsequent amendments,\nmodifications, and/or extensions to the Cal OES grant agreements that\nhave no Net County Cost impact to the County.
