57. East Los Angeles Traffic Signal Safety Project Phase I Construction\nContract\nRecommendation: Approve the East Los Angeles Traffic Signal Safety Project\nPhase I (Project) in the unincorporated community of East Los Angeles (1),\nand adopt the plans and specifications, at an estimated construction contract\namount between $875,000 and $1,325,000; advertise for bids to be received by\n11:00 a.m. on September 12, 2023; find that it necessary to specify Fourth\nDimension Traffic by specific brand name to match other products already in\nuse on a particular public improvement project either completed or in the course\nof completion; find that the proposed Project is exempt from the California\nEnvironment Quality Act; and authorize the Director of Public Works to take the\nfollowing actions: (Department of Public Works) ADOPT\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range between $875,000 and $1,325,000, or that\nexceeds the estimated cost range by no more than 15%, if additional\nfunds have been identified; and\nExtend the date and time for the receipt of bids consistent with the\nrequirements of State Public; allow substitution of subcontractors and\nrelief of bidders upon demonstration of the grounds set forth; approve\nand execute change orders within the same monetary limits delegated to\nthe Director of Public Works; accept the project upon final completion;\nand release retention money.
