26. Funding Allocations Related to Recent National Opioid Settlements\nRecommendation: Approve the recommended spending plan authorizing the\nutilization of approximately $5,500,000 in annual funding under the national\nsettlements with opioid manufacturer Janssen Pharmaceuticals/Johnson and\nJohnson (J&J Settlement) for the next three fiscal years beginning in Fiscal\nYear (FY) 2023-24, and approximately $11,100,000 in annual funding under the\nsettlement with McKesson, AmerisourceBergen and Cardinal Health\n(Distributors' Settlement) for the next five fiscal years beginning in FY 2023-24;\nauthorize the Chief Executive Officer to adjust the spending plan amounts,\nDepartmental recipients, and/or allowable uses, for all opioid settlements, based\non needs and/or available funding, in consultation with the involved\nDepartments; and take the following actions:\nAuthorize the Directors of Health Services and Public Health, the Fire\nChief and the County Medical-Examiner to enter into new contracts,\namend or terminate such contracts and/or amend existing contracts, to\nimplement opioid settlement-related programming, at an amount not to\nexceed the respective Department's opioid settlement funding allocation\nfor the J&J Settlement Phase 1 Spending Plan, beginning in FY 2023-24\nthrough FY 2025-26 and the Distributors’ Settlement Phase 1 Spending\nPlan, beginning in FY 2023-24 through FY 2027-28;\nDelegate authority to future Departmental recipients of opioid settlement\nfunding, to establish new contracts, including sole source, amend or\nterminate such contracts, and/or amend existing contracts, to implement\nopioid settlement-related programming, at an amount not to exceed the\nrespective Department's opioid settlement funding allocation, up to a\nfive-year term through FY 2027-28; and\nAuthorize the Director of Public Health to contractually accept funding\nfrom cities that initially accepted their settlement-related allotted funding,\nbut later decide to transfer their funding to the County to provide opioid\nsettlement-related programming on behalf of those cities, with prior notice\nto the Board and Chief Executive Office; and in consultation with the\ninvolved Departments, to report back to the Board annually describing the\nimpact of the programs funded by the spending plan.
