June 2023 Job Order Contract Construction Task Catalog and Technical\nSpecifications\nRecommendation: Approve and adopt the June 2023 Job Order Contract (JOC)\nConstruction Task Catalog and Technical Specifications; advertise for bids for\n28 separate JOCs to be received on September 13, 2023 by 3:00 p.m.; find\nthat adoption of the JOC Construction Task Catalog and Technical\nSpecifications, approval for advertisement for bids and the proposed award of\nJOCs are not a project under the California Environmental Quality Act (CEQA)\nand issuance of work orders for projects that have previously been determined\nto be exempt from CEQA are within the scope of the previous exemption\nfindings under CEQA and in the record of the proposed action; and authorize\nthe Director of Internal Services to take the following related actions: (Internal\nServices Department) ADOPT\nFor each of the 28 JOCs, determine that a bid is nonresponsive and\nreject a bid on that basis, award to the next lowest responsive and\nresponsible bidder and waive inconsequential and non-material\ndeficiencies in bids submitted;\nAward and execute 13 general and 15 specialty JOCs for electrical,\nflooring, low voltage, heating, ventilating and air conditioning, and\nestablish the effective date following the receipt of approved Faithful\nPerformance and Payment for Labor and Materials Bonds, and evidence\nof the required insurance by the contractors, each for an amount not to\nexceed $5,700,000, and for an aggregate amount, for the 28 JOCs, not\nto exceed $159,600,000; and\nFor each of the 28 JOCs, issue work orders for projects that are not\nsubject to the State Public Contract Code (PCC), including maintenance\nwork, as applicable, in an amount not to exceed $330,000 per work\norder, subject to the limitation that the aggregate amount of all work\norders issued under a particular JOC does not exceed the maximum\ncontract amount, and for all work orders in excess of $150,000 on\nprojects that are not subject to the State PCC, the Board will be notified,\none week in advance.
