39. As-Needed Temporary Personnel Services to Support Substance Abuse\nPrevention and Control Program Master Agreement Work Order\nRecommendation: Authorize and instruct the Director of Public Health to\nexecute a competitively solicited Master Agreement Work Order (MAWO) with\nTryfacta, Inc., for the provision of as-needed temporary personnel services to\nsupport the Department Public Health’s Substance Abuse Prevention and\nControl Program, effective September 1, 2023 through June 30, 2024, at a total\nmaximum obligation not to exceed $3,514,565, fully funded by Substance\nAbuse Prevention and Treatment Block Grant (SABG) funds; and execute\namendments to the MAWO for up to two additional one-year extension options\nthrough June 30, 2026, at an annual maximum obligation amount not to exceed\n$4,217,478, contingent upon the availability of funding and contractor\nperformance, allow the rollover of unspent MAWO funds, as allowed by the\nSABG funds, provide an increase or decrease in funding up to 10% above or\nbelow the base maximum obligation, effective upon amendment execution or at\nthe beginning of the applicable MAWO term, and make corresponding service\nadjustments, as necessary, and/or make updates to the terms and conditions,\nas needed.
