11. Implementation of Vision Zero on Mulholland Highway\nRecommendation as submitted by Supervisor Horvath: Instruct the Director of\nPublic Works to evaluate and report back to the Board in 180 days upon the\nreopening of “The Snake,” a section of the Mulholland Highway that is\nwell-known among motorcyclists and sports car enthusiasts for its tight twists\nand turns, on the efficacy of the safety enhancements installed in Spring 2023\non Mulholland Highway from Kanan Road to Sierra Creek Road, including\nrecommendations on implementing the same traffic safety enhancements along\nthe surrounding Collision Concentration Corridors on Mulholland Highway, from\none mile east of April Road to Zuma Ridge Fire Road; and report back to the\nBoard in 120 days on the following:\nEvaluate existing traffic conditions and consider other potential traffic\nengineering interventions, including but not limited to, implementation of\nquick build safety improvements and long-term capital improvements, to\nenhance safety and reduce speeds on Mulholland Highway between one\nmile east of April Road to Zuma Ridge Fire Road, with a focus on\nincreasing safety and visibility for ingress and egress for residents living\nalong this corridor;\nIdentify potential funding sources to implement the above changes;\nConduct outreach to local community organizations, residents, and\nrelevant stakeholders, in addition to collaborating with the California\nHighway Patrol (CHP) in the development of the interventions;\nCollaborate with the Third Supervisorial District, the CHP, and the\nDirector of Public Health, to explore and identify funding for a traffic\nsafety educational campaign for Mulholland Highway between one mile\neast of April Road to Zuma Ridge Fire Road, to deter unsafe driving\nbehavior; and\nCollaborate with the CHP and the Director of Public Health to explore and\nidentify funding for appropriate traffic safety enforcement actions,\nincluding similar measures taken by the CHP and the Sheriff’s\nDepartment’s “Street Racing Task Force” in the Sante Fe Springs area,\non Mulholland Highway between one mile east of April Road to Zuma\nRidge Fire Road, to deter unsafe driving behavior.
