14. Moving Forward with Improving Access to Gun Violence Restraining\nOrders\nRecommendation as submitted by Supervisors Hahn and Solis: Instruct the\nDirector of Public Health, through the Office of Violence Prevention (OVP), to\ntake the following actions:\nImplement an initial public awareness campaign that is culturally and\nlinguistically relevant about Gun Violence Restraining Orders (GVROs),\nincluding the following:\nCreating a dedicated webpage on the OVP website to share\ninformation, answer questions, and provide resources related to\nGVROs, including elements of the California GVRO law; who is\neligible to request a GVRO under the law; how to request a GVRO\nand what the process looks like; average time between submission\nof a request and implementation of an order; other kinds of\nrestraining orders and gun relinquishment options; warning signs\nof suicide or mass shooting risk; and mental health action steps\nand resources;\nCreating flyers with information about GVROs; and\nWorking with community and County partners to design and\nimplement targeted outreach strategies;\nCollect and compile existing GVRO data from the California Department\nof Justice (DOJ), Los Angeles Superior Courts, and the Los Angeles\nCounty Sheriff’s Department (LASD) and make the data publicly\navailable on the OVP website in an accessible, understandable format;\nSupport efforts to expand access to GVRO data by seeking permission\nfrom the DOJ to access de-identified data from the California Restraining\nand Protective Orders; collaborating with LASD to ensure that LASD staff\nare being provided with regular information about the correct use of the\nstatistical code used to identify GVROs; and requesting that LASD ask\nthe DOJ to add a code to the Armed and Prohibited Persons System to\nidentify a person prohibited from owning a gun because of a GVRO;\nCollaborate with County Counsel and the Sheriff to coordinate and\nprovide training (i.e., San Diego City Attorney training) and assistance\nrelated to GVROs, to address the needs of both law enforcement and the\npublic, including collaborating with the Sheriff to designate a trained\nrepresentative/liaison at each patrol station to serve as a station resource\nfor deputies regarding GVROs; and\nReport back to the Board in writing in 90 days with progress made on the\nabove directives and any additional recommendations to improve\nawareness and access to GVROs; and\nDirect the Chief Executive Officer, in collaboration with the Director of Public\nHealth, through the Office of Violence Prevention, the Sheriff, and County\nCounsel, to report back to the Board during the Fiscal Year 2023-24\nSupplemental Budget phase on potential funding options to support efforts to\nexpand GVRO awareness and assistance as described in the proposal included\nin the Office of Violence Prevention’s July 7, 2023 report entitled, “Responding\nto the Board’s Motion: Increasing Access to Gun Violence Restraining Orders,”\nwith the report back to specifically consider funding for the following:\nA robust public awareness campaign on California’s GVRO law that\nincludes creating a variety of materials on different platforms,\nimplementing a marketing strategy, and engaging with various diverse\npartners;\nTwo System Navigator positions within OVP, subject to allocation by the\nChief Executive Officer’s Classification and Compensation Division, to\nprovide support to members of the public requesting GVROs, work with\nCounty and community partners to develop and provide trainings on\nGVROs, and develop outreach plans to meet specific and most impacted\npopulations; and\nA Senior Deputy County Counsel position, subject to allocation by the\nChief Executive Officer’s Classification and Compensation Division\ndedicated to support GVRO filings by LASD and serve as counsel in\nGVRO hearings/proceedings.
