43. Saybrook Medians Phase III Construction Contract\nRecommendation: Find that acceptance into the County Road System\nCounty-owned properties proposed to be set aside for public road and highway\npurposes, south of Whittier Boulevard and east of Gerhart Avenue in the\nunincorporated community of East Los Angeles (1), is necessary for public\nconvenience, pursuant to the California Streets and Highways Code; adopt a\nresolution to accept into the County Road System County-owned properties to\nbe set aside for public road and highway purposes south of Whittier Boulevard\nand east of Gerhart Avenue, and upon approval, authorize the Director of\nPublic Works, acting as the Road Commissioner, to record the certified original\nresolution with the Registrar-Recorder/County Clerk; approve the Saybrook\nMedians Phase III Project (Project) and authorize the Director to adopt the\nplans and specifications and advertise for bids at an estimated construction\ncontract amount between $1,700,000 and $2,500,000 for the Project; find,\npursuant to State Public Contract Code, that it is necessary to specify the\ndesignated items by specific brand name in order to match other products in\nuse on a particular public improvement either completed or in the course of\ncompletion; find that the proposed Project and recommended actions are\nexempt from the California Environmental Quality Act; and authorize the\nDirector, acting as the Road Commissioner, to take the following actions:\n(Department of Public Works) ADOPT 4-VOTES\nAdvertise for bids when ready to advertise the Project;\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range of $1,700,000 and $2,500,000 or that exceeds\nthe estimated amount range by no more than 15% if additional funds\nhave been identified; and\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director, accept the\nProject upon its final completion, and release retention money withheld.\n(23-2765)\nAttachments: Board Letter\nPublic Comment/Correspondence
