48. On-Call Services to Remove Abandoned Materials and Debris Contracts\nRecommendation: Award and authorize the Director of Public Works to execute\ncontracts with Ocean Blue Environmental Services, Inc., and Singh Group, Inc.,\nfor on-call services to remove abandoned materials and debris from sites on\nCounty facilities, each for a term of one year, with four one-year and six\nmonth-to-month extension options, for a maximum potential contract term of 66\nmonths and an estimated maximum potential aggregate program amount of\n$42,350,000; find that the contract work is exempt from the California\nEnvironmental Quality Act; and authorize the Director to take the following\nactions: (Department of Public Works) APPROVE\nExecute extension options if, in the opinion of the Director, the\ncontractors have successfully performed during the previous contract\nperiod and the services are still required, and execute amendments to\nincorporate necessary changes within the scope of work, and suspend\nwork, if it is in the best interest of the County; and\nAnnually increase the aggregate program amount up to an additional\n10%, which is included in the maximum potential aggregate program\namount, for unforeseen additional work within the scope of the contracts,\nif required.
