3. Supporting Mental Health for Latino Residents\nRecommendation as submitted by Supervisor Solis: Instruct the Director of\nMental Health to develop a strategic plan and outreach campaign focusing on\nthe system of hiring and retaining bilingual and Spanish-speaking clinicians,\nincluding partnerships with local universities and Hispanic-Serving Institutions,\nto develop the workforce pipeline; and take the following actions:\nAnalyze the feasibility of building upon programs addressing the\nCounty’s needs to develop more culturally and linguistically appropriate\nservices, such as the Bilingual and Spanish Interdisciplinary Clinical\nTraining Program Pipeline Training Program and Continuing Education\nProgram;\nExplore models for strengthening the collaboration of these efforts with\nDepartment of Mental Health (DMH) Legal Entities, Training Unit, and\nDMH Underserved Cultural Communities;\nWork with the Chief Executive Officer on identifying ongoing funding\nsources to support the above initiatives; and\nReport back to the Board in 90 days on the implementation of these\ndirectives; and\nDirect the Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, in collaboration with the Director of Mental\nHealth, to send a five-signature letter to Representative Grace Napolitano and\nSenator Alex Padilla, with a copy to the Los Angeles County Congressional\nDelegation, in support of the Mental Health for Latinos Act.
