El Cariso Regional Park Pool and Field Lighting Improvement Project\nRecommendation: Establish and approve the proposed El Cariso Regional Park\nPool and Field Lighting Improvement Project, Capital Project No. 87987\n(Project) located in Sylmar (3), with a total Project budget of $1,000,000;\napprove an appropriation adjustment in the amount of $1,000,000 from\nProposition A Excess Funds available to the Third Supervisorial District,\npursuant to the Safe Neighborhood Parks Proposition of 1996, to fully fund the\nproposed Project; authorize the Director of Parks and Recreation to deliver the\nproposed Project through a Board-approved Job Order Contract; adopt the\nYouth Employment Plan for the Project, as required by the Los Angeles County\nRegional Park and Open Space District; and find that the proposed Project is\nexempt from the California Environmental Quality Act.
