13.3 A Public Hearing to Consider and Approve a Resolution of the City Council of the City\nof El Monte, California Approving the Amount of the Special Tax Rate to be Levied\nUpon Real Property Parcels Within the Mountain View Community Facilities District\nNo. 2013-1 (Public Services) for the 2023-2024 Fiscal Year, which Shall be Added to\nthe Los Angeles County Auditor-Controller’s Office Annual Tax Roll in Accordance\nwith El Monte City Council Resolution of Formation No. 9390 and Ordinance No. 2819.\nRECOMMENDATION OF BUSINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1. Open the public hearing;\n2. Receive brief presentation from City staff and pose questions to City staff;\n3. Receive public comment, if any;\n4. Close the public hearing; and\n5.
