5.1. PUBLIC COMMENTS – Non-Agenda Items Only\nA three (3) minute limitation shall apply to each member of the public who wishes to address\nthe Mayor and Council on a matter not on the agenda. No member of the public shall be\npermitted to share their time with any other member of the public.
