47. Relative Home Assessment Services Contracts\nRecommendation: Authorize the Director of Children and Family Services to\nexecute sole source amendments to Relative Home Assessment Services\n(RHAS) contracts with Antelope Valley Partners for Health, El Centro de\nAmistad, The Friendship Center, Aviva Family and Children’s Services, Penny\nLane Centers, Rosemary Children’s Services/Victor Treatment Centers,\nGuardians of Love, FFA, The Dangerfield Institute of Urban Problems, and\nChild Net Youth and Family Services, Inc., to extend the contracts for one year,\neffective July 1, 2023 through June 30, 2024, with the total Project amount of\nthe contract amendments for the one-year term, at approximately $13,751,778,\nwith the Resource Support Services budget at approximately $11,979,778 and\nthe estimated Relative Caregiver Emergency Fund budget at $1,322,000, 100%\nfunded by State Realignment funds, and the estimated State General Fund for\nFlexible Family Supports budget at $450,000, financed using 96.7% 2011 State\nRealignment funds and 3.3% State Flexible Family Supports funds; and\nauthorize the Director to take the following actions: (Department of Children\nand Family Services) APPROVE\nReallocate $702,973 to Antelope Valley Partners for Health in Service\nPlanning Area 1;\nExecute amendments to the contracts to increase or decrease the\nmaximum annual contract amount by no more than 10% to accommodate\nan increase or decrease in the number of RHAS participants to be\nserved, provided funding is available;\nExecute amendments to incorporate changes as mandated by Federal,\nState, County, or Municipal laws, regulations, or court orders, provided\nthat funding is available;\nExtend the contract for up to six additional months, if necessary, to\ncomplete the Request for Statement of Qualifications, provided that\nfunding is available; and\nTerminate a contract for contractor’s default.
