5. Research, Evaluation, and Data Analytic Services to Support and Inform\nChild Welfare Projects\nRecommendation as submitted by Supervisor Hahn: Authorize the Executive\nOfficer of the Board to execute a no-cost memorandum of understanding\n(MOU) for a three-year term with The Children’s Data Network (CDN),\nUniversity of Southern California (USC) and University of North\nCarolina-Chapel Hill (UNCC) to provide research, evaluation, and data analytic\nefforts that utilize administrative data available at the County level and\nsupplemental data (i.e., State- and Federal-level administrative data holdings,\ndata gathered from families) for research and evaluation projects that will help\ninform child welfare policies, programs, and practices for the Office of Child\nProtection (OCP), the Department of Children and Family Services (DCFS),\nand other child and family serving County entities; exercise options to extend\nthe term for two one-year periods by written notification to CDN/USC/UNC-CH,\ncontingent upon the Executive Officer notifying the Board and the Chief\nExecutive Officer in writing in advance of such execution; negotiate and execute\namendments with CDN/USC/UNC-CH for changes that pertain to the general\nproject and tasks/deliverables needed to meet the child welfare research and\nevaluation needs of County entities, with the approval of County Counsel being\nobtained for any of the situations prior to executing any amendments, and the\nExecutive Officer notifying the Board and Chief Executive Officer in writing in\nadvance of the execution of such amendment; and assign or delegate her\nauthority to execute amendments to another County Department Head, with\napproval of County Counsel being obtained prior to any assignments, and the\nExecutive Officer notifying the Board and Chief Executive Officer in writing in\nadvance of the assignment of the no-cost MOU.
