46. Prevention and Aftercare Services Sole Source Amendments\nRecommendation: Authorize the Director of Children and Family Services to\nexecute amendments to eight Prevention and Aftercare Services contracts with\nPenny Lane Centers, The Help Group Child and Family Center, SPIRITT Family\nServices, Para Los Ninos, Children’s Bureau of Southern California, South Bay\nCenter for Counseling, Special Service for Groups and United American Indian\nInvolvement, to amend the contract language, and increase the maximum\nannual contract amount from $12,500,000 to $17,071,010, effective upon\nexecution through June 30, 2024, 100% funded by Family First Prevention\nServices (FFPS) Program State Block Grant (SBG) funds and funding for the\nincrease included in the Department’s Fiscal Year 2023-24 Adopted Budget;\nand authorize the Director to take the following actions: (Department of\nChildren and Family Services) APPROVE\nExercise the County’s options to extend the contracts, negotiate and\nexecute amendments to the contracts for the reallocation of funds among\nthe contracts, including unspent funds, to meet unanticipated demands,\nor to increase or decrease the maximum annual contract amount up to\n10%, when such a change is necessitated by additional and necessary\nservices, provided that funding is available;\nNegotiate and execute amendments to the contracts to add funds in the\nevent additional funding is provided by FFPS Program SBG or the\nexpenditure deadline is extended, or to reallocate FFPS Program SBG\nfunds amongst the contractors in amounts not to exceed 30% of the\nmaximum annual contract amount in order to maximize the funding\nrevenue, provided that funding is available;\nNegotiate and execute amendments to the contracts for any mergers,\nacquisitions, or changes in ownership, for any revisions required by\nchanges in local, State and Federal regulations, or for necessary\nchanges to meet the needs of the County’s Prevention and Aftercare\nServices program; and\nTerminate the contracts for contractor default.
