53. Mental Health Prevention Programs Sole Source Agreement\nRecommendation: Approve and authorize the Acting Chief Deputy Director of\nMental Health to execute a new sole source participation agreement with the\nCalifornia Mental Health Services Authority to fund Mental Health Prevention\nPrograms in the County, effective July 1, 2023 through June 30, 2026, at a total\ncompensation amount (TCA) for the three-year term of $60,855,000, fully\nfunded by State Mental Health Services Act revenue, at $25,655,000 for Fiscal\nYear (FY) 2023-24 and $17,600,000 for each FY thereafter; execute future\namendments or modifications to the agreement, revise agreement language,\nextend the term, if appropriate, shift unspent funds to future years, increase the\nTCA, add, delete, modify, or replace statement of work and funding; and reflect\nFederal, State and County regulatory and/or policy changes provided that the\nCounty’s total payment does not exceed an increase of 10% from the last\nBoard-approved TCA, and sufficient funds are available; and terminate the\nagreement in accordance with the termination provisions, including termination\nfor convenience.
