13. Supporting the Expansion of Forensic In-Patient Stepdown and High\nObservation Housing Dorm Units in the Los Angeles County Jails\nRecommendation as submitted by Supervisor Solis: Request the Sheriff and\ninstruct the Director of Correctional Health Services, Department of Health\nServices, to continue to expand rapidly the number of Forensic In-Patient (FIP)\nStepdown and High Observation Housing (HOH) Dorm pods at the Twin Towers\nCorrectional Facility (TTCF) and Central Regional Detention Facility (CRDF), to\na total of 20 pods by March 30, 2024, a total of 28 pods by March 30, 2025,\nand 30 pods by June 30, 2025, and report back to the Board bi-annually in\nwriting on the status and progress of the expansion; and take the following\nactions:\nRequest the Sheriff and instruct the Director of the Correctional Health\nServices, Department of Health Services, to continue to recruit volunteer\nMental Health Assistants, including through recruitment and training\ninitiatives, such as the Merit Masters program, at least two times per\nyear, more if needed; and\nFor purchases of goods, including supplies, equipment, and services\nnecessary to expand FIP Stepdown and HOH Dorm pods within the\nCounty Jails, increase the delegated purchasing authority of the Sheriff\nand the Director of Health Services to $50,000, and to the extent legally\npermitted, authorize the Sheriff and the Director of Health Services to\nenter into, amend, or terminate agreements, including work or purchase\norders, and other services or commodities, without adhering to the\nrequirements of the County’s Sole Source Policy, or any other\ncompetitive procurement requirements, provided that the Department has\na good cause justification in that the action implements or is in support of\nthe expansion of FIP Stepdown/HOH Dorm units, this increased\ndelegated purchasing authority are intended to supplement, not replace,\nDepartments’ existing streamlined and delegated authority and shall\nremain in place until June 30, 2025 or until rescinded by the Board.\n(23-2374)\nAttachments: Motion by Supervisor Solis\nPublic Comment/Correspondence
