12. Creation of Sexual Assault Council Within the Los Angeles County\nDepartment of Public Health’s Office of Violence Prevention\nRecommendation as submitted by Supervisors Solis and Horvath: Adopt the\nChief Executive Officer’s recommendations for creating a Sexual Assault\nCouncil within the Department of Public Health’s Office of Violence Prevention\nto promote equitable services, prevention programs, law enforcement and other\ninvestigatory responses, and justice-system involvement for adult survivors of\nsexual violence across all demographics and to analyze data to determine and\nfill gaps in services, programs, and responses, and adopt recommendations\nregarding staffing and composition of the Sexual Assault Council, including the\nChief Executive Officer determining allocation of positions and staffing levels\nand developing a model of compensation for at least one member position on\nthe Sexual Assault Council with lived experience to amplify survivor voices and\nenhance the healing process; and take the following actions:\nInstruct the Sexual Assault Council, once established, to assist all\nsurvivors, with a particular focus on vulnerable populations with unique\nbarriers, including immigrants, undocumented individuals, limited English\nspeakers, individuals who have a history of victimization, those\nexperiencing homelessness, justice-involved individuals, adult victims of\ncommercial sexual exploitation and human trafficking, disabled people,\nindustrial, custodial and domestic workers, elderly people in home\ncare/facilities, cisgender males, Black, Indigenous, and People of Color,\nLBGTQ, and Native Americans; and report back to the Board\nsemi-annually on the implementation of sexual assault related\nprogramming centered around a public heath framework, an examination\nof sexual assault funding, and the creation of data dashboards that both\nprovide a clearer picture on how to center survivors in L.A. County’s\ncare-based service model and identify gaps where enhanced services\nare required, such as, the investigation and justice outcomes, including\nconsistent filing standards, timely forensic analysis, monitoring standards\nfor investigating sexual assault charges, and identifying gaps in services\nand programs based on data analysis that examines the number of\nvictims by type of sexual crime, the type of services being accessed, and\nthe percentage of the recurrence of sexual assault; and\nDirect the Chief Executive Officer to report back to the Board during the\n2023-24 Supplemental Budget phase on the availability of funding to\nestablish the Sexual Assault Council.
