48. Relative Support Services Contract Amendments\nRecommendation: Authorize the Director of Children and Family Services to\nexecute amendments to Relative Support Services (RSS) contracts with\nAntelope Valley Partners for Health, The Children’s Center of the Antelope\nValley, Penny Lane Centers, Foothill Family Services, The Children’s Bureau of\nSouthern California, South Bay Center for Counseling, Aviva Family and\nChildren’s Services, SPIRITT Family Services and Cambodian Association of\nAmerica, to use Flexible Family Supports funding and amend the Statement of\nWork requirements, effective July 1, 2023 through June 30, 2024, with a total\nprojected amount for the one-year term of $4,751,300, with the total projected\namount including $4,532,900, financed using 100% 2011 State Realignment\nfunds comprised of an RSS budget of $4,046,900 and an estimated Relative\nCaregiver Emergency Fund budget of $486,000, with the additional estimated\nState General Fund for Flexible Family Supports Funding budget of $218,400;\nand authorize the Director to take the following actions: (Department of\nChildren and Family Services) APPROVE\nExecute contract amendments to increase or decrease the maximum\nannual contract amount by no more than 10% to accommodate an\nincrease or decrease in the number of RSS participants to be served,\nprovided funding is available;\nExecute contract amendments to incorporate changes as mandated by\nFederal, State, County, or Municipal laws, regulations, or court orders,\nprovided funding is available;\nExtend the contracts for up to six additional months, contingent upon\nCalifornia Department of Social Services’ approval, if necessary to\ncomplete the Request for Statement of Qualifications, provided funding is\navailable;\nTerminate a contract for contractor’s default;\nExecute contract amendments to increase the maximum contract amount\nto reallocate funding in the event another contract is terminated for\nconvenience or contractor’s default, provided that funding is available;\nand\nPrepare and execute amendments to the contracts for changes affecting\nthe scope of work or to any of the terms and conditions included under\nthe contract provided the amendments do not include Cost of Living\nAdjustments, and that sufficient funding is available for increases.\n(23-2290)\nAttachments: Board Letter\nPublic Comment/Correspondence\nHealth and Mental Health Services
