2-D. Transfer Ownership of Property Located at 4701 Cesar Chavez Avenue to\nthe County of Los Angeles\nRecommendation: Find that Centro Estrella, located at 4701 Cesar Chavez\nAvenue, Los Angeles (Property) (1), is not required for use by the Los Angeles\nCounty Development Authority (LACDA) and find that the Property being\ntransferred to the County is exempt surplus land, and therefore, not subject to\nthe requirements for the disposition of surplus land pursuant to the California\nSurplus Land Act; find that the proposed actions are exempt from the California\nEnvironmental Quality Act, and authorize the Executive Director to take the\nfollowing actions: (Los Angeles County Development Authority and\nDepartment of Mental Health) APPROVE (Relates to Agenda No. 60)\nTransfer ownership of the Property, on a gratis basis, via quitclaim deed\nto the County;\nAssign the lease between LACDA and Associated League of Mexican\nAmericans Family Services (ALMA) at the Property to the County and\nexecute any necessary agreements to facilitate such assignment;\nExecute an agreement with the Department of Mental Health which will\nallow for LACDA to provide operational support for the Centro Estrella\nProperty for a six-month period, and one six-month extension option, if\nnecessary, and to transfer all reserves, less any administrative costs,\nupon LACDA’s cessation of operational support;\nTransfer the reserve funds for Centro Estrella in the amount of\napproximately $600,000 to the County and execute any necessary\nagreements to effectuate the transfer of Properties; and\nExecute any necessary agreements and take all other actions necessary\nfor and consistent with the foregoing actions.
