63. On-Call Traffic Signal Inductive Loop Detectors Construction Contract\nRecommendation: Approve the On-Call Traffic Signal and Safety Construction\nContracts A through F and authorize the Director of Public Works, acting as\nthe Road Commissioner (Road Commissioner), to adopt the plans and\nspecifications for each contract at an estimated construction cost range\nbetween $4,250,000 and $5,250,000 each for Contracts A, B, E, and F, and\nbetween $1,500,000 and $2,000,000 each for Contracts C and D; find pursuant\nto State Public Contract Code, Section 3400 (c), that it is necessary to specify\nthe designated items by specific brand name in order to match other products\nin use on a particular public improvement either completed or in the course of\ncompletion; advertise for bids; and authorize the Road Commissioner to take\nthe following actions: (Department of Public Works) ADOPT\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute Contracts A through F for the On Call Traffic Signal\nand Safety Construction contracts with the responsible contractors with\nthe lowest responsive bid within or less than the estimated cost range\nbetween $4,250,000 and $5,250,000 each for Contracts A, B, E, and F,\nand between $1,500,000 and $2,000,000 each for Contracts C and D, or\nthat exceeds the estimated cost by no more than 15%, if additional and\nappropriate funds have been identified and allow for the adjustment of the\nfunding sources as required for the life of Contracts A through F; and\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, issue work orders to the selected\ncontractors in an aggregate per on-call contract amount not to exceed\nthe maximum amount of each on-call contract for synchronizing traffic\nsignals, installing, modifying, and repairing traffic signals, streetlights,\nguard rails, striping, signage, and curb ramp modifications for an\naggregate total amount not to exceed $28,750,000, approve and execute\nsupplemental work orders within the same monetary limits delegated to\nthe Director of Public Works, accept any project upon its final\ncompletion, and release retention money withheld.
