43. Subawards for Supportive Services Program\nRecommendation: Approve and authorize the Director of Aging and Disabilities\nto award and execute Supportive Services Program (SSP) subawards, effective\nJuly 1, 2023, through June 30, 2024, and subsequently execute up to three\nannual extension options with six month-to-month optional extensions for a\nmaximum subaward term of four years and six months for Fiscal Year 2023-24;\nand authorize the Director to take the following related actions: (Department of\nAging and Disabilities) APPROVE\nExecute amendments which serve the best interests of the County during\nthe Subaward term to add new, relevant, or updated Federal, State,\nand/or County subaward terms and conditions, increase or decrease the\nsubaward amounts (including but not limited to baseline funds,\none-time-only funds, and supplemental monies, and/or other new funding\nsources), which may exceed 10% of the maximum subaward amount, in\nresponse to the availability of funding and/or based on subrecipient’s\nperformance, provided that the total allocation does not exceed available\nfunding, and exercise the extension of the subaward term if the\nDepartment encounters delays during the solicitation process due to\nnegotiations, protests or other circumstances and/or the transition of\nservices between incumbent subrecipients and new subrecipients;\nIncrease or decrease each subrecipient’s unit rates for SSP subawards\nat the sole discretion, subject to the availability of funding and/or\nSubrecipient’s performance; and\nTerminate subawards with subrecipient upon request, and those that\nhave closed or are in default of their subaward requirement, for\nsubrecipient default or for the convenience of the County.
