54. Healthy Families America and Parents as Teachers Home Visiting\nPrograms Sole Source Contract\nRecommendation: Approve and authorize the Director of Mental Health to\nexecute a sole source contract with Los Angeles County Children and Families\nFirst Proposition 10 Commission (First 5 LA) for the implementation of the\nHealthy Families America and Parents as Teachers Home Visiting Programs\n(1), effective July 1, 2023 through June 30, 2026, with two one-year extension\noptions through June 30, 2028, at a total amount of $4,580,000 for each Fiscal\nYear (FY) and a total aggregate contract amount of $13,740,000, fully funded\nby Mental Health Services Act Prevention and Early Intervention funds; and\nauthorize the Director to take the following actions: (Department of Mental\nHealth) APPROVE\nExecute future amendments to the sole source contract with two\nadditional one-year extension options through June 30,2028, revise\ncontract language; add, delete, modify, or replace the statement of work,\nallow for the rollover of unspent funds, and/or reflect Federal, State, and\nCounty regulatory and/or policy changes, increase the Total Contract\nAmount (TCA) provided that the County’s total payment will not exceed an\nincrease of 10% from the applicable TCA and sufficient funds are\navailable; and\nTerminate the contract in accordance with the termination provisions,\nincluding termination for convenience.
