20. ANNEX S TO INTERGOVERNMENTAL SERVICE AGREEMENT FOR INFRASTRUCTURE\nAND GENERAL FACILITY CONSTRUCTION SERVICES FOR FORT IRWIN\nRecommended Action:\nStaff recommends that the City Council:\n1) Approve the annex to the IGSA with the United States Army.\n2) Adopt Resolution No. ___-2023 Authorizing the Approval of Annex S for General Facility\nConstruction Services to the Intergovernmental Services Agreement with the United States Army\nGarrison, Fort Irwin and Authorizing the City Manager or designee the authority to sign the annex\nto intergovernmental support agreement between Fort Irwin and the City of Barstow, with any\nnecessary non-substantive changes, and to perform all other necessary acts to implement the\nagreements, including approving individual projects under Annex S up to $1 million per project.\nThe adoption of this Resolution and approval of this agreement are exempt from review under the\nCalifornia Environmental Quality Act, per CEQA Guidelines, Title 24, CCR, section 15301.\nGENERAL, NON-AGENDA PUBLIC COMMENT: THIS IS THE TIME AND PLACE FOR THE GENERAL\nPUBLIC TO ADDRESS THE GOVERNING BOARD ON MATTERS NOT ON THE AGENDA AND WITHIN\nTHE CITY’S JURISDICTION.
