ACCEPTANCE OF THE FY 2019 HOMELAND SECURITY GRANT PROGRAM (HSGP)\nAWARD AS A SUB-RECIPIENT THROUGH THE SAN BERNARDINO COUNTY FIRE\nPROTECTION DISTRICT, OFFICE OF EMERGENCY SERVICES.\nRecommended Action:\nAuthorize staff to accept the sub-recipient award of the FY2019 Homeland Security Grant\nProgram (HSGP) in the amount of $12,153 and authorize the expenditure appropriation in the\namount of $12,153 to account number 225.225.227.08.813 for the initial procurement of the listed\nequipment. Grant reimbursement will be credited to revenue account number 225.819.794.923\nupon receipt.

CONSIDERATION OF APPROVAL OF THE FISCAL YEAR 2023/2024 PROPOSED\nOPERATING AND CAPITAL IMPROVEMENT BUDGET\nRecommended Action:\nStaff recommends that the City Council and Barstow Fire Protection District Board take the\nfollowing actions:\n1. That City Council approve the Fiscal Year 2023/2024 Proposed Operating and Capital\nImprovement Budget for the City in the amount of $64,536,466 and adopt the attached Joint\nResolution No. ____-2023 (Attachment B), approving the Proposed Budget (Attachment A),\nincluding any City Council amendments (if any), and excluding the Barstow Fire Protection\nDistrict Budget – Fund 225, and waive the full reading.\n2. That the Fire Protection District Board approve and adopt a preliminary budget for the Barstow\nFire Protection District in the amount $6,674,407 and adopt the attached Joint Resolution No.\n____-2023 (Attachment B), approving and adopting the preliminary Budget (Attachment A) as\nsubmitted pursuant to Health & Safety Code Section 13893(a)(1) and waive the full reading.

SECOND READING AND ADOPTION OF ORDINANCE 1020-2023 OF THE CITY COUNCIL\nOF THE CITY OF BARSTOW AMENDING CHAPTER 2.40 OF THE BARSTOW MUNICIPAL\nCODE REGARDING CITY’S PURCHASING SYSTEM AND AMENDING CHAPTER 2.42 OF\nTHE BARSTOW MUNICIPAL CODE REGARDING AWARDING PUBLIC PROJECTS\nRecommended Action:\nAdopt Ordinance No.1020-2023 amending the City’s Purchasing Policy and waive the full\nreading. The City Council finds the adoption of this ordinance is exempt from review under the\nCalifornia Environmental Quality Act because it relates to an administrative matter per CEQA\nGuidelines, 14 Cal. Code of Regulations, Section 15061(b)(3) and 15378(b)(5).
