9. AGREEMENT WITH SOUTHEAST COMMUNITY FOUNDATION (SCF) FOR TUTORING\nSERVICES FOR 2023\nThe City Council will consider: (CM)\nA. Appropriating $375,000 in American Rescue Plan Act ("ARPA") funds for an agreement with\nthe Southeast Community Foundation ("SCF") to continue tutoring services for the spring,\nsummer and fall sessions at three (3) sites in South Gate and internal costs for monitoring the\nagreement by staff;\nB. Approving an agreement with SCF for the tutoring program as outlined in Attachment A\n(Scope of Work) in an amount not to exceed $345,171; and\nC.
