2.10 SECOND READING AND ADOPTION OF ORDINANCE NO.\n23-09 AND ORDINANCE NO. 23-10 AMENDING THE\nZONING ORDINANCE AND THE NORTH IRVINE\nTRANSPORTATION MITIGATION PROGRAM\nIMPLEMENTING AGREEMENT FOR CONSISTENCY WITH\nRECENT AMENDMENT TO THE COMMUNITY PARKS\nPARK PLAN\nACTION:\nRead by title only, second reading and adoption of the\nfollowing ordinances:\n1) ORDINANCE NO. 23-09 - AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF IRVINE, CALIFORNIA,\nAMENDING CHAPTERS 9-1, 9-5, 9-6, 9-8, AND 9-9 OF THE\nIRVINE ZONING ORDINANCE RELATED TO SPECIAL\nDEVELOPMENT STANDARDS FOR PARKS IN PLANNING\nAREAS 1 & 2 AND THE NORTHERN SPHERE\n2) ORDINANCE NO. 23-10 - AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF IRVINE, CALIFORNIA,\nADOPTING THE FIRST AMENDMENT TO THE NORTH\nIRVINE TRANSPORTATION MITIGATION PROGRAM\nIMPLEMENTING AGREEMENT\n(Unless otherwise directed by a Member of the City Council,\nthe vote at second reading will reflect the same vote as at first\nreading. However, if a Councilmember was absent at first\nreading, his or her vote cast at second reading will be\nreflected. If a Councilmember is not present at the second\nreading/adoption, the vote will be acted as absent.)\n2.10\nPUBLIC HEARINGS\nPublic Hearings are scheduled for a time certain of 5 p.m., unless\nnoticed otherwise, or as soon thereafter as possible. Those wishing to\naddress the City Council during the Public Hearing are requested to\ncomplete a form and provide it to the City Clerk prior to the hearing. If 10\nor fewer requests to provide public comments are submitted, each\nspeaker shall be limited to three (3) minutes. If between 11 and 15\nspeakers submit requests to speak, each speaker shall be limited to two\n(2) minutes. If 16 or more requests to speak are submitted, each speaker\nshall be limited to 90 seconds. The time limit per speaker shall be\nestablished based on the number of requests to speak submitted to the\nCity Clerk before the first speaker is called. Requests to speak submitted\nafter the first speaker is called shall receive 90 seconds. These time\nlimits may be shortened or extended, or a cumulative limit on the time for\nall public speakers may be imposed, at the discretion of the Mayor or by\na majority vote of the City Council. Public Hearings listed for continuance\nwill be continued as noted and posting of this agenda serves as notice of\ncontinuation. Any matter not noted for continuance, will be posted\nseparately.
