5. 2023-2024 ANNUAL ACTION PLAN FOR CDBG AND HOME PROGRAMS – F2M23-\n52, N2M23-42, M2M23-89\nThis is the time and place set by Notice No. N2M23-42 for the City Council to hold a public\nhearing to consider the proposed Community Development Block Grant (CDBG) and\nHOME funding for the City of Alhambra’s proposed 2023-2024 Annual Action Plan and to\nreceive comment pursuant to and in compliance with the Federal Department of Housing\nand Urban Development (HUD) pre-submission requirements. For FY 2023-2024, HUD\nofficially notified the City of its funding allocations. The total HUD allocation is\n$1,417,146.00, with $847,164 from CDBG and $569,982 from HOME. The allocation for\nFY 2022-2023 for CDBG was $870,616, which was a decrease in the amount of $23,452\nand for HOME allocation was $569,254, which was an increase of $728.00. The following\nprograms are proposed to be funded from CDBG and HOME during FY 2023-2024:\nAdministration $144,432\nFair Housing $ 25,000\nCode Enforcement $200,000\nPublic Services – Senior Case Management $127,074\nHousing Rehab: Minor Improvements $350,658\nCDBG Total $847,164\n4\n5-22-23\nAdministration $56,998\nHousing Rehab: Major Improvements $427,487\nCHDO (New Construction) $85,497_\nHOME Total $569,982\nOn April 11, 2023, the HCDA Citizen Advisory Committee reviewed the proposed one-\nyear Action Plan and voted unanimously to recommend approval to the City Council. The\nnotice for this hearing and the 30-day public review of the 2023-2024 Annual Action Plan\nwas published in the Pasadena Star News, La Opinion, and World Journal newspapers.\nThe plan was also available for review at City Hall, Library, and the City’s website. As of\nthe date of drafting this report, no public comments were received.\nRecommended Action: After receiving public testimony, the Mayor should close the\npublic hearing and, at the City Council’s discretion, approve the proposed 2023-2024\nAnnual Action Plan for the Community Development Block Grant (CDBG) and HOME\nprograms and authorize staff to submit the plan to the U.S. Department of Housing and\nUrban Development (HUD).
