A. SMITH PARK RESOURCE DISCUSSION - PICKLEBALL\nDuring the July 18, 2022 Community Services Commission meeting, staff\npresented the community’s request to build pickleball courts at Smith Park.\nAfter much deliberation and public comment provided by the community, the\nCommission recommended that staff present a proposal to the City Council to\nadd four new permanent pickleball courts at Smith Park. Staff have researched\nthe costs associated with the construction of new courts including laying\nconcrete, lighting, fencing with wind screens, walkways, surfacing, and striping\nand have included estimates in this report. Staff propose the use of existing\nPark Impact Fees for the implementation of the new pickleball courts because\nthis is a qualifying expansion to the public amenities. The total cost shall not\nexceed $180,000. Council has previously approved $30,000 additional funds\nfrom the Tennis Special Activities Fund in Fiscal Year 2022-2023 to resurface\nand restripe the existing courts.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council review the proposal to construct four\nnew permanent pickleball courts and approve the funding request necessary to\nimplement the project.
