28. Expanding Breathe: LA County’s Guaranteed Income Program\nRecommendation as submitted by Supervisor Mitchell: Authorize the Chief\nExecutive Officer to expand Breathe: LA County’s Guaranteed Income Program\n(Breathe Program), with the expansion to include using Board-allocated existing\nBreathe Program and Department of Children and Family Services (DCFS)\nfunds to serve, at minimum, an additional 200 former DCFS foster Transition\nAge Youth (TAY) for two years and provide a monthly income support of $1,000\nto each participant; using the existing program design, method for choosing\nparticipants, and mechanism for disbursing funds; using a similar program\nresearch design and determining the appropriate metrics that may be unique to\nthis population; and refining eligibility criteria and program terms as appropriate\nfor this population; and take the following actions:\nAuthorize the Chief Executive Officer to amend the existing contract with\nStrength Based Community Change, for an additional amount not to\nexceed $355,000, for administrative services to serve the additional\nprogram participants, and amend the agreement, as needed, to update\nthe statement of work and/or pricing, increase/decrease the contract\namount up to 10%, extend the term of the agreement, make changes to\nthe terms and conditions, or terminate the agreement; and amend the\nexisting contract with the University of Pennsylvania Center for\nGuaranteed Income Research, for an additional amount not to exceed\n$895,000, for administrative services to serve the additional program\nparticipants, and amend the agreement, as needed, to update the\nstatement of work and/or pricing, increase/decrease the contract amount\nup to 10%, extend the term of the agreement, make changes to the terms\nand conditions, or terminate the agreement; and\nAuthorize the Director of Consumer and Business Affairs to amend the\nexisting agreement with MoCaFi, to include the monthly income support\nfor additional participants and for additional administrative amounts not to\nexceed $45,000, for debit card distribution and funding services to serve\nthe additional program participants; and amend the agreement, as\nneeded, to update the statement of work and/or pricing, increase/\ndecrease the contract amount up to 10%, extend the term of the\nagreement, make changes to the terms and conditions, or terminate the\nagreement.
