Project No. 450 - Alamitos Bay Pump Station Discharge Line Replacement\nContract\nRecommendation: Acting as the Governing Body of the County Flood Control\nDistrict (District), find that the recommended actions are within the scope of\nProject No. 450 - Alamitos Bay Pump Station Discharge Line Replacement\nproject (Project) in the City of Long Beach (4) impacts previously analyzed in\nthe Mitigated Negative Declaration to comply with the California Environmental\nQuality Act previously adopted by the Board; adopt the Mitigation Monitoring\nand Reporting Program (MMRP) previously adopted by the Board; find that the\nMMRP is adequately designed to ensure compliance with the mitigation\nmeasures during Project implementation; find on the basis of the whole record\nfor the Board that no changes are proposed in the Project or substantial\nchanges have occurred with respect to the circumstances, which the Project is\nbeing undertaken; approve the Project and authorize the Chief Engineer of the\nDistrict to adopt the plans and specifications, and advertise for bids at an\nestimated construction contract cost between $3,600,000 and $5,400,000 for\nthe Project; and authorize the Chief Engineer of the District to take the following\nrelated actions: (Department of Public Works) ADOPT\nInstruct the Executive Officer of the Board to advertise for bids when\nready to advertise the Project;\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract with the responsible\ncontractor with the lowest responsive bid within or less than the estimated\namount range of $3,600,000 and $5,400,000, or exceeds the estimated\ncost range by no more than 15% if additional and appropriate funds have\nbeen identified; and\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director of Public\nWorks, accept the Project upon its final completion, and release\nretention money withheld.
