50. Graffiti Removal Services Contracts\nRecommendation: Find that graffiti removal services can be more economically\nperformed by independent contractors than by the County; award and instruct\nthe Chair to execute seven services contracts for graffiti removal services as\nfollows: six services contracts to Urban Graffiti Enterprises, Inc., a Local Small\nBusiness Enterprise, for Supervisorial District 1 West, District 1 East, District 1\nSouth, District 2 West, District 2 East, and District 2 North, and one services\ncontract to Graffiti Control Systems, for District 1, 2 and 3, for a period of one\nyear with three one-year and six month-to-month extension options, for a\nmaximum potential contract term of 54 months and a maximum potential\ncontract amount of $2,487,822 for District 1 West, $1,008,193 for District 1\nEast, $645,898 for District 1 South, $790,724 for District 2 West, $851,785 for\nDistrict 2 East, $2,301,227 for District 2 North, and $237,600 for District 3, with\nfunding included in the Department of Public Works General Fund, Road Fund,\nSpecial Road District 1 Fund, Special Road District 2 Fund, and Special Road\nDistrict 3 Fund Fiscal Year 2022-23 Budgets; find that the contract work is\nexempt from the California Environmental Quality Act; and authorize the\nDirector of Public Works to take the following actions: (Department of Public\nWorks) APPROVE\nRenew the contracts for each additional extension option if, in the opinion\nof the Director, the contractors have successfully performed during the\nprevious contract period, and the services are still required, approve and\nexecute amendments to incorporate necessary changes within the scope\nof work, and suspend work if, it is in the best interest of the County; and\nAnnually increase the contracts’ amount up to an additional 10%, which\nis included in the maximum potential contract amount for unforeseen\nadditional work within the scope of the contracts, if required.
