27. Ensuring Los Angeles County Realizes a Fully Optimized Department of\nEconomic Opportunity to Meet Constituent Needs in a Post-COVID\nEconomy\nRecommendation as submitted by Supervisors Mitchell and Solis: Authorize the\nDirector of Economic Opportunity to utilize the Economic Development Master\nServices Agreement (EDMSA), previously developed by the Chief Executive\nOffice, to execute master agreements with firms that qualify under the minimum\nrequirements for any of the categories listed in the EDMSA Request for\nStatement of Qualifications (RSOQs), amend the EDMSA RSOQs to create new\ncategories as needed, amend agreements executed under the EDMSA, and\nexecute EDSMA work orders; and execute agreements with up to four\nconsultants by June 30, 2023, for a contract term not to exceed one year, with\none additional six-month option extension, fully funded within the Department of\nEconomic Opportunity’s (DEO’s) current Fiscal Year 2022-23 Department\nbudget, with the Board waiving the requirement of Board Policy 5.100 for these\nagreements, and where the consultants must have expertise in local,\nplace-based economic development and workforce development, and should be\nable to perform one or more of the following tasks in furtherance of full\noptimization of DEO:\nComplex real estate valuation, financing project management, and\nentitlement assistance;\nEconomic forecasting and other economic analyses;\nSite selection and evaluation for economic development projects;\nProgram design, delivery, and evaluation;\nEconomic development intermediary support for high-growth and\nhigh-opportunity sectors;\nSmall business technical assistance and outreach;\nLoan servicing and design/deployment of loan and grant products;\nOrganizational strategic planning; and\nCommunication and outreach.
