49. Edmund D. Edelman Children’s Court Shuttle and Wellness Center\nShuttle Services Contract\nRecommendation: Find that the Edmund D. Edelman Children’s Court shuttle\nand Wellness Center shuttle services (Shuttle Services) can be more\neconomically performed by an independent contractor than by County\nemployees; award and instruct the Chair to execute a contract with Empire\nTransportation, Inc., a Community Business Enterprise, for Shuttle Services for\na period of one year with four one-year and six month-to-month extension\noptions, for a maximum potential contract term of 66 months and a maximum\npotential contract amount of $3,694,639; find that the contract work is statutorily\nexempt from the provisions of the California Environmental Quality Act and\nauthorize the Director of Public Works to take the following actions:\n(Department of Public Works) APPROVE\nRenew the contract for each extension option if, in the opinion of the\nDirector, the contractor, has successfully performed during the previous\ncontract period, and the services are still required, execute amendments\nto incorporate necessary changes within the scope of work, and suspend\nwork, if it is in the best interest of the County to do so; and\nAnnually increase the contract amount up to an additional 10%, which is\nincluded in the maximum potential contract amount for unforeseen\nadditional work within the scope of the contract, if required.
