5. Equitable Access to Healthcare for Contracted Employees\nRecommendation as submitted by Supervisors Hahn and Solis: Direct the Chief\nExecutive Officer, along with the Directors of Health Services and Internal\nServices, and County Counsel, to take the following actions:\nDevelop and implement a policy to require all new Proposition A\ncontracts for security, janitorial, environmental and food services at\nCounty Hospitals managed by the Department of Health Services in\nFiscal Year 2023-24, to require 100% employer-paid healthcare benefits\nfor employees who work 30 hours or more per week at the minimum level\nof the Affordable Care Act Gold Level, with this requirement to be\nimplemented as soon as practical, but no later than December 31, 2023,\nand should not result in a reduction in wages or other benefits;\nRequire a Labor Peace Agreement for all new Proposition A contracts\nfor security, janitorial, environmental and food services at County\nHospitals managed by the Department of Health Services; and\nReport back to the Board quarterly in writing on the status of\nimplementation on this policy, which should include benefits/impact to\nservice delivery, and challenges with recommendations associated with\nimplementation and maintenance of this policy; and\nDirect the Chief Executive Officer to explore options for implementation\nof a policy to require all new, renewed or extended Los Angeles County\nProposition A contracts outside of the Department of Health Services with\nsimilar service industries to require Labor Peace Agreements and 100%\nemployer-paid healthcare benefits for employees who work 30 hours or\nmore per week at the minimum level of the Affordable Care Act Gold\nLevel, with a written report back to the Board in 180 days, or sooner, on\nthe aforementioned options.
