31. Sheriff’s Department Lease Agreement\nRecommendation: Authorize the Chief Executive Officer to execute a proposed\nlease with Sonnenblick Del Rio Norwalk LLC, a Delaware limited liability\ncompany (Landlord), for approximately 8,108 sq ft of office space, and 35\non-site parking spaces, located at 12440 Imperial Highway in Norwalk (4)\n(Premises) to be occupied by the Sheriff’s Department, with an estimated\nmaximum first-year base rental amount of $179,998, but with a two-month rent\nabatement of $29,970 equaling $150,028, the estimated total lease amount,\nincluding tenant improvements and low-voltage amounts, to be $3,115,000 over\nthe eight-year term, funded 100% by Net County Cost (NCC), already included\nin Sheriff’s existing budget, the Sheriff will not be requesting additional NCC for\nthis action; find that the proposed lease is exempt from the California\nEnvironmental Quality Act; and take the following actions:\nAuthorize the Chief Executive Officer to reimburse the Landlord up to\n$1,013,500 for the County’s Tenant Improvement (TI) contribution, if paid\nin lump amount, or $1,244,000, if amortized over eight years at 5.25%\ninterest per annum\nAuthorize the Sheriff to contract with and instruct the Director of Internal\nServices, in coordination with the Chief Executive Officer, for the\nacquisition and installation of telephone, data, and low-voltage systems,\nand vendor installation (Low-Voltage Items) at a total amount not to\nexceed $300,000, to be paid in a lump sum with the amount for the\nLow-Voltage Items to be in addition to the rental amounts, and County’s\nTI contribution payable to the Landlord; and\nAuthorize and direct the Chief Executive Officer to execute any other\nancillary documentation necessary to effectuate the terms of the\nproposed lease, and take actions necessary and appropriate to\nimplement the terms of the proposed lease including, without limitation,\nexercising early termination rights.
