55. Soft-Bottom Channel Maintenance Plan for Select Reaches, Including the\nStickleback River Ranch Mitigation Project in the Unincorporated\nCommunity of Santa Clarita\nRecommendation: Acting as the Governing Body of the County Flood Control\nDistrict (District), consider the Initial Study (IS)/Mitigated Negative Declaration\n(MND) for the Long-term Streambed Alteration Agreement for the Soft-Bottom\nChannel Maintenance Plan (Plan) for select reaches, including the Stickleback\nRiver Ranch Mitigation Project (Project) in the unincorporated community of\nSanta Clarita (5), together with any comments received during the public review\nprocess; find that the MND reflects the independent judgment and analysis of\nthe Board; adopt the Mitigation Monitoring and Reporting Program and find that\nit is adequately designed to ensure compliance with the mitigation measures\nduring Project implementation of the Plan for select reaches; find on the basis\nof the whole record before the Board that there is no substantial evidence the\nProject, including implementation of the Plan for select reaches, may have a\nsignificant effect on the environment, and adopt the IS/MND; approve the Plan\nfor select reaches, which includes the Project; and authorize the Chief\nEngineer of the District to take the following actions: (Department of Public\nWorks) ADOPT\nEnter into the Project at 9777 Soledad Canyon Road in Los Angeles\nCounty Right of Entry Permit and License Agreement with the Mountains\nRecreation and Conservation Authority, the owner of the Stickleback\nRiver Ranch; and\nUse a Board-approved Job Order Contract to perform the Project, at an\nestimated construction amount not to exceed $5,250,000.
