7. Incentivizing Hiring for Los Angeles County’s Alternative Crisis Response\nRecommendation as submitted by Supervisors Hahn and Barger: Instruct the\nDirector of Mental Health, the Chief Executive Officer, and the Director of\nPersonnel, to establish a plan for a pilot program to incentivize the hiring and\nretention of field-based positions that are part of the Department of Mental\nHealth’s various mental health crisis response programs including, but not\nlimited to, the Psychiatric Mobile Response Teams, Mobile Crisis Outreach\nTeams, Mental Evaluation Teams, and School Threat Assessment Response\nTeam, and should consider, at a minimum, the following incentives in their plan,\nand report back to the Board in writing in 60 days:\nImplementing signing bonuses;\nExpanding retention bonuses to all positions involved in\nfield-response;\nIncreasing the retention bonuses that currently exist;\nImplementing a workforce shortage bonus;\nImplementing shift differentials;\nEstablishing a program for sabbaticals;\nAllowing flexible schedules for staff who work in field-based teams,\nincluding incorporating telework and condensed schedules;\nCreating new specific items for clinicians and peers that serve in field\nbased teams;\nProviding stipends for students interested in receiving a psych technician\ncertificate;\nPartnering with universities and colleges to implement student trainee\nprograms with the Department of Mental Health;\nEnhancing the existing student loan forgiveness program; and\nConducting a Countywide hiring campaign, in partnership with\nLabor and local universities and colleges.
