CONSIDERATION AND APPROVAL OF SUBSTANTIAL AMENDMENT THREE\nTO THE FY 2021-2022 ANNUAL ACTION PLAN (AAP) FOR THE HOME\nINVESTMENT PARTNERSHIPS- AMERICAN RESCUE PLAN (HOME-ARP)\nALLOCATION PLAN FOR SUBMITTAL TO THE DEPARTMENT OF HOUSING\nAND URBAN DEVELOPMENT (HUD)\nRECOMMENDED THAT CITY COUNCIL:\n1. Conduct a public hearing.\n2. Take public testimony.\n3. Approve the HOME-ARP Allocation Plan and Substantial Amendment Three to\nthe to the Fiscal Year 2021-2022 Annual Action Plan, inclusive of any comments\nreceived by the City Clerk during the 30-day public comment period.\n4. Authorize the City Manager to make the appropriate amendments as described in\nSubstantial Amendment Three.\n5. Authorize the City Manager to execute all required documents for transmittal to\nthe U.S. Department of Housing and Urban Development Department (HUD); and\n6.
