1. INTERVIEW APPLICANTS FOR THE COUNCIL DISTRICT 1 VACANCY, RECEIVE INPUT FROM\nTHE COMMUNITY REGARDING THE VACANCY APPOINTMENT AND CONSIDERATION OF\nAPPOINTMENT TO FILL THE VACANCY: City Clerk.\nIT IS RECOMMENDED THAT THE CITY COUNCIL:\n1) CONDUCT INTERVIEWS OF FOUR APPLICANTS FOR THE COUNCIL DISTRICT 1\nVACANCY;\n2) RECEIVE INPUT FROM THE COMMUNITY REGARDING THE VACANCY APPOINTMENT;\n1\n3) ADOPT THE FOLLOWING RESOLUTION:\nADOPT RESOLUTION NO. 23-______, A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF DOWNEY DETERMINING AND DECLARING THAT A TEMPORARY\nAPPOINTMENT TO FILL A VACANCY ON THE DOWNEY CITY COUNCIL FOR\nELECTORAL DISTRICT 1 IS ESSENTIAL TO PROPERLY CONDUCT CITY BUSINESS\nPURSUANT TO DOWNEY CITY CHARTER SECTION 503(E) PENDING THE NOVEMBER\n7, 2023 SPECIAL MUNICIPAL ELECTION TO FILL THE VACANCY FOR THE REMAINDER\nOF THE TERM; AND,\n4) CONSIDER APPOINTING A QUALIFIED APPLICANT TO BE SWORN IN ON JANUARY 26,\n2023 TO TEMPORARILY FILL THE COUNCIL DISTRICT 1 SEAT UNTIL A SUCCESSOR IS\nELECTED AT THE SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 7,\n2023.\nPUBLIC COMMENT ON AGENDA, CONSENT CALENDAR AND NON-AGENDA ITEMS\nThis portion provides an opportunity for the public to address the City Council on agenda, consent calendar and items not\nlisted on the agenda within the jurisdiction of the City Council. It is requested, but not required, that you state your name,\naddress and subject matter upon which you wish to speak. Please limit your comments to no more than three ( 3)\nminutes. The total public comment period is limited to 30 minutes. Pursuant to the Brown Act, no discussion or action, other\nthan a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by the City\nCouncil/Agency on any issue brought forth under this section.\nCONSENT CALENDAR\nAll matters listed on the Consent Calendar are to be approved with one motion unless a City Council Member requests an item\nbe removed. Removed items will be considered following approval of the Consent Calendar.
