11L.\nCONSIDERATION OF A RESOLUTION APPROVING TWO LICENSE\nAGREEMENTS WITH THE ORANGE COUNTY FIRE AUTHORITY FOR\nTEMPORARY USE OF CITY-OWNED LAND (APN 678-163-01) AS A\nHELICOPTER LANDING ZONE FOR EMERGENCY OPERATIONS AND\nFINDING\nTHE\nACTIONS\nEXEMPT\nFROM\nTHE\nCALIFORNIA\nENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-127, which will:\n1. Find the project exempt under California Environmental Quality Act\nGuidelines Sections 15301 (Existing Facilities), 15304(e) (Minor Alterations\nto Land) and 15269 (Emergency Projects).\n2. Approve the two License Agreements with the Orange County Fire Authority\nfor the use of City-owned land as a HeliPad.\n3. Approve, and authorize the City Manager to execute, Contract No. C25-40,\nLicense Agreement, by and between the City of San Clemente and the\nOrange County Fire Authority, for the use of City-owned land as a HeliPad.\n4. Approve, and authorize the City Manager to execute, Contract No. C25-41,\nLicense Agreement, by and between the City of San Clemente and the\nOrange County Fire Authority, for the use of City-owned land as a HeliPad.\nAugust 19, 2025
