10.4\nConsideration of a Resolution Approving a Professional\nServices Agreement between the City of Bell Gardens and\nTerra Realty Advisors Inc. for Billboard Advisory Services\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt the attached Resolution; and\n2. Authorize and direct the City Manager to execute the\nProfessional Services Agreement between the City of Bell\nGardens and Terra Realty Advisors, Inc. for Billboard Advisory\nServices pursuant to Bell Gardens Municipal Code Section\n3.04.100(A).\nCONCLUSION: It is recommended that the City Council approve the\nattached Resolution authorizing a Professional Services Agreement\nbetween the City and Terra Realty Advisors, Inc., for billboard real\nestate advisory services, in an amount not to exceed $30,000 for a\nterm of three (3) years.\nFISCAL IMPACT: The total cost of consulting services provided by\nTerra Realty will not exceed $30,000 over the course of the three (3)\nyear term of the Professional Services Agreement. The City may\nrecover this cost through future reimbursement agreement(s)\nincluded in future lease or development agreements with billboard\ncompanies. Initially, the Professional Services Agreement amount will\nneed to be appropriated from the general fund into the Community\nDevelopment Budget because it was not contemplated in the current\nfiscal budget.\nATTACHMENTS:\nExhibit 1- Resolution No._2025-75\nExhibit 2- Professional Services Agreement
