10.4\nConsideration of a Resolution Approving a Professional\nServices Agreement between the City of Bell Gardens and\nTerra Realty Advisors Inc. for Billboard Advisory Services\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt the attached Resolution; and\n2. Authorize and direct the City Manager to execute the\nProfessional Services Agreement between the City of Bell\nGardens and Terra Realty Advisors, Inc. for Billboard Advisory\nServices pursuant to Bell Gardens Municipal Code Section\n3.04.100(A).\nCONCLUSION: It is recommended that the City Council approve the\nattached Resolution authorizing a Professional Services Agreement\nbetween the City and Terra Realty Advisors, Inc., for billboard real\nestate advisory services, in an amount not to exceed $30,000 for a\nterm of three (3) years.\nFISCAL IMPACT: The total cost of consulting services provided by\nTerra Realty will not exceed $30,000 over the course of the three (3)\nyear term of the Professional Services Agreement. The City may\nrecover this cost through future reimbursement agreement(s)\nincluded in future lease or development agreements with billboard\ncompanies. 10.5\nConsideration of a Resolution Approving an Interagency\nMemorandum of Understanding (MOU) with the Los Angeles\nMetropolitan Transportation Authority to Participate in the\nRegional Integration of Intelligent Transportation Systems\nand Become a Voting Member of the Configuration\nManagement Committee\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt the attached Resolution approving an Interagency\nMemorandum of Understanding (MOU) with the Los Angeles\nMetropolitan Transportation Authority to participate in the\nRegional Integration of Intelligent Transportation Systems\nand become a voting member of the Configuration\nManagement Committee; and\n2. 10.6\nConsideration of a Resolution Approving a Sixth Amendment\nto Professional Services Agreement with RJM Design Group,\nInc. to Provide Additional Construction Administration\nServices for the John Anson Ford Park Regional Aquatics\nCenter Improvements\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute a Sixth Amendment to the Professional Services\nAgreement with RJM Design Group, Inc.\nCONCLUSION: Approving a Sixth Amendment would enable RJM to\nprovide the additional construction administration services\nnecessary to complete the Aquatics Center.\nFISCAL IMPACT: Existing funds in the reimbursable allowance in the\namount of $23,000 will be transferred to construction administration\nservices. The additional amount of $51,750 for construction\nadministration services would result in a new total compensation in\nthe amount of $1,721,755. 10.7\nConsideration of a Resolution approving a Memorandum of\nUnderstanding (MOU) with the Los Angeles Metropolitan\nTransportation Authority for the Southeast Los Angeles\nTransit Improvement Project\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt the attached Resolution approving a Memorandum of\nUnderstanding (MOU) between the City of Bell Gardens and\nthe Los Angeles County Metropolitan Transportation Authority\nfor the Southeast Los Angeles Transit Improvements Project\n(SELA TIP) to purchase and install two (2) new bus shelters;\nand\n2. Authorize the City Manager to execute the MOU and all related\ndocuments necessary to implement the project, in a form\napproved by the City Attorney.\nCONCLUSION: If the MOU is approved, staff will process it for\nsignatures and transmit it to Metro.\nFISCAL IMPACT: None. 10.8\nConsideration of Acceptance of the Soil Remediation Project\nat the Former Berk Oil Site (CIP No. 3927)\nRECOMMENDATION:\nIt is staff’s recommendation that the City Council:\n1. Accept the Construction Contract of Resource Environmental,\nInc. for the Soil Remediation Project at Former Berk Oil Site as\nComplete; and\n2. Appropriate an additional $65,678.20 in ECRG funds to cover\ncosts that exceeded the original construction contract and\ncontingency; and\n3. Authorize staff to file the Notice of Completion.\nCONCLUSION: The City Council’s acceptance of the Project as\ncomplete is required to allow the City Clerk to file the Notice of\nCompletion with the LA County Registrar-Recorder.\nFISCAL IMPACT: The Project performed was funded through the\nEquitable Community Revitalization Grant (ECRG) program received\nfrom Department of Toxic Substances Control (DTSC). 11.2\nDesignation of Voting Delegates and Alternates - League of\nCalifornia Cities Annual Conference & Expo\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil designate a voting delegate and up to two (2) alternates to\nattend the League of California Cities Annual Business Meeting,\nscheduled for October 8-10, 2025, where the League membership will\nconsider and take action on resolutions that establish League policy.\nCONCLUSION: The City Council must appoint a voting delegate and\nup to two (2) alternates to attend the General Assembly on Friday,\nOctober 10, 2025 commencing at 7:30 a.m. The voting delegate and\nalternate(s) must be registered in order to vote at the League of\nCalifornia Cities Annual Business Meeting.\nFISCAL IMPACT: None.\nATTACHMENTS:\nExhibit 1- Informational Packet

11.3\nDiscussion Pertaining to Kounkey Design Initiative (KDI) – Our\nResilient Rio Bell Gardens Golf Course Vision Plan – Update\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Receive and file the Kounkuey Design Initiative (KDI) - Our\nResilient Rio Bell\nGardens Golf Course Vision Plan update; or\n2. Direct staff to bring an agenda item with a resolution for City\nCouncil consideration to authorize KDI to apply for the Rivers\nand Mountains Conservancy Grant.\nCONCLUSION: KDI has informed staff of an RMC grant opportunity for\nthe Our Resilient Rio Bell Gardens Golf Course Vision Plan. The RMC\ngrant would pay for design, construction plans and specifications,\nand estimates, but it will also require that at least one phase of the\nproject is constructed or implemented.\nFISCAL IMPACT: None.\nATTACHMENTS:\nExhibit 1 - Vision Plan

11.4\nDiscussion of Creation of Bell Gardens Resident ID Card\nProgram\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil receive and file this report.\nCONCLUSION: The Recreation and Community Services Department\nwill implement a Resident Card program. Interested residents can\nsubmit an application at Ford Park, take a photo and pay the\ndesignated fee to receive a card. Card renewal is required on an\nannual basis. This program is slated to begin in the fall of this year.\nFISCAL IMPACT: There will be a one-time cost for purchasing the\nprinting equipment and software update of approximately $6,000.\nThe current fiscal budget will accommodate the required the costs of\nthe program.\nATTACHMENTS: None.

Receive and file this report; or\n2. Direct Staff to let the Agreement lapse at the end of the Term\non February 28, 2026, with no additional optional extensions;\nor\n3.
