15.\nApprove the Professional Services Agreement, in substantial form, with three consultants, in the\nnot to exceed amount of $400,000 per Work Order Package with a total amount not to exceed\n$1,000,000 per contract year per consultant for on-call materials testing, deputy inspection, and\nenvironmental engineering and science services to support the Construction Services Division of\nthe Public Works Department, each for an initial term to expire on April 11, 2026, with two twoyear optional renewals; authorize the Public Works Director to execute the agreements and to\ntake such actions as are necessary, required or advisable to implement and administer the\nagreements; and authorize de minimis changes that do not substantially change the terms and\nconditions of the agreements, as long as such changes are determined to be de minimis by the\nCity Attorney’s Office [Hushmand Associates, Inc., MTGL, Inc., and Willdan Engineering].\n6
