3.10.\nAugust 12, 2025\nAward of Sourcewell Contract to Horizons Construction Company International,\nInc. for improvements at Main, Taft, and El Modena Library branches; and finding\nof California Environmental Quality Act exemption.\nRecommended Action:\n1. Approve the contract with Horizons Construction Company International, Inc. in the\namount of $707,433 and a 10% contingency of $70,744, for a total not to exceed\n$778,177 for construction and facility improvements at the Main, Taft, and El\nModena Library branches; and authorize the Mayor and City Clerk to execute on\nbehalf of the City.\n2. Find that the proposed project is categorically exempt from the provisions of the\nCalifornia Environmental Quality Act (CEQA) per State CEQA Guidelines 15301\n(Class 1 - Existing Facilities).\n3.
